Use the flatten command or export to autocad to get everything at zero elevation.

If the view range intersects the geometry of a level in your main view that level cannot be used as an underlay in the main view.
So say if the 2nd floor is at 12 0.
In the main floor level the bottom of the primary range is set to main floor with an offset of 1.
If anything is hanging below the floor plan and it s part of revit s view range it will show up in the floor below as you ve discovered.
You need to make the first floor walls shorter than that.
Check in a section to see where you levels are and in the properties panel of you floorplan to see ho far you look down from the floor level.

This issue occurs because there is an incorrect view range in the main view.
Plan views can be used to manipulate how objects above or below the view range are displayed.
To prevent the floor or slab from being visible in plan view you need to adjust the bottom clip so that it is more than 4 feet above the floor or slab and set the view depth so that it does not include any part of the floor or slab.
The linework tool will highlight and change some objects completely which can be a problem if say part of a sofa is under the current level s floor plane and should not show up.
Sometimes you ll need to explode blocks as well.

When you tried to underlay a floor only doors and windows were visible.
The level of the second floorplan and ceiling are way above your first floor plan so you don t see anything with the view range you are using.
I want the view depth to show the level below but the objects on the floor below should be halftone.

If a cut plane in revit architecture is intersected the display remains available until the bottom of the view range is reached.
